At the emergency meeting held on May-10 while introducing new KPIs to measure performance of the Region Heads, the Russian President Vladimir Putin clarified the governors of losing their posts in the event of their failures in protecting the regions from fire - reports URA.RU
President Putin was forced to do this as the authorities
weren’t ready for the onset of the fire period, confirms political analysts.
Until May end, high fire risk prevails in the forest and the landscape regions of Russia, and in Siberia and Kurgan region, condition are more severe. Putin adds that, not only controlling the fire, but its’ also important to analyse options to enhance the effectiveness of preventive task.

in the regions. He added that in the event of a complication of the situation
and its getting out of control. And for this, the Ministry of Emergency
Situations needs to establish an “adequate system for responding to forest
fires,” and “regardless of the departmental affiliation of the territory or
category of land.”
Since the problem with preventing and fighting forest fires arises every year, Putin said he was introducing a target for governors.
President heard Alexander Chupriyan, Head of the Ministry of Emergency Situations, Dmitry Patrushev Agriculture Minister and Alexander Kozlov, the Head of Natural Resources Ministry, including the governors of the regions where forest fires is most critical.

list of heads of regions who announced their resignation on May 10.
KPI is a vital aspect in assessing governor’s preparedness in
the fire season, Dmitry Elovsky, the CEO of the Actor communications agency,
explains the President Putin’s decision. “It allows you to evaluate the work of
governors. And in the event of some serious disruptions and failures, it will
be possible to talk about the inconsistency of the governor with his position,
”the political scientist explained.
At the same time, Elovsky noted that it is more about the effectiveness of preparation for the fire season, and not just about extinguishing fires. “If the federal center allocates money for the preparation for the season, there is enough money, then when massive fires break out, the regions are forced to raise their own funds, although they should not do this - these are federal powers. Therefore, KPI will allow us to assess how well the governors have prepared for potential risks and problems, ”explained Elovsky.
