In India registers per year the road accidents accounts nearly 150000 people and injured at 500000. Approximate 85% within the working age group of 18-60 years die in the road accidents.  As per the International Organization, the 2018 World Health Organization Global Reports, India’s road accident death rate to be at 11%, and pedestrians and two wheeler death at 15% each.









MoRTH INVITES APPLICATIONFOR FINANCIAL ASSISTANCE – GRANT IN AID

This Ministry of Road Transport and Highways, Government of India issued the Guidelines of the Financial Scheme about the assistance for administering Road Safety Advocacy and Awards for the outstanding work to the third party eligible agencies on vide circular dated 21st September 2021.

In line with the last year’s circular, the Government rolls out the circular dated 21st September 2021 inviting eligible agencies/organizations/bodies to apply for the Road Safety Financial Scheme.

Reason Adopting Sustainable Scheme is for Road Safety & Accident Prevention

Government of India’s Goal

The GOI’s primary goal is road accident prevention and control instating the global road fatality prevention theme - 4 E's, vis. Education, Enforcement, Engineering and Environment & Emergency care of road accident victims.

It now intends to shoulder the responsibility of the effective implementation of Road safety and accident prevention to the Non-Governmental Organizations, mainly NGOs.

The GOI entrusts the work of completing the Road Safety Advocacy and Awareness program to the NGOs/other eligible bodies providing financial assistance. The developed nations have adopted the road safety and accident prevention 4-Es theme and India is about to stand at par very soon.

The Ministry of Road Transport and Highways aspire to develop the road safety framework in India aligning with the international Road Safety policy of 4Es –

Ø  Empowerment

Ø  Engineering

Ø  Environment & Emergency assistance in road accident

OBJECTIVES - NGO FINANCIAL SCHEME BY GOI

The Ministry of Roads Transport and Highways seek to promote road safety through consistent Cooperation, Co-ordination instating supporting initiatives by -                    

·         Development of financial assistance credible plans                 

·         Knowledge creation via good governance & practices                            

·         Recognizing & awarding performing stakeholders                    

Promoting road safety

·         Achieving objectives through consistent Cooperation, and Co-ordination, via supportive initiatives with the State

·         Development of credible plans to provide financial assistance to various stakeholders

·         Design long-term strategy, policies, programs, and initiatives along with progress monitoring

·         Creation of Knowledge base through good governance and practices

·         Awards and Recognition for deserving partners for their initiatives and performance

Who are eligible for the NGO financial Scheme by GOI

·         NGO - With Darpan Unique ID

·         Trusts - Trusts under Indian Trusts Act

·         Cooperative societies - Cooperative Society under Societies Registration Act

·         Firms - Firm registered under the Companies Act, 1956/ 2013

·         Academic institution Accredited/affiliated to or recognized as a university or Deemed university by UGC Act             

NGOs Eligibility

The NGOs must be registered and have Darpan Unique ID and documentary evidence that substantiates their previous work performance like a work order, work contract, etc which is similar to the present road safety program or related work.

The NGO must have a minimum of 1-year exp in either -                                            

·         Road Safety

·         Road Safety Advocacy                

·         Road Safety Awareness Program

Advocacy and Awards for the Outstanding Work Done in the Field of Road Safety"

The applicant agencies need to execute their work keeping in view the below points strictly.                  

·         Road Safety Audit

·         Capacity Building     

·         Pilot Projects            

·         Awareness Campaigns         

Road Safety Audit - Distanced Road Safety Audit engagement - National & State Highways & District & Urban Roads (minimum 100 km length).

Capacity Building - Work Shops, Online Training, Webinars:

Data collection & Training & Mentoring: Coordination in data collection with the Government/State/District/Panchayat officials/ persons near & around crash investigations areas (Training and Mentoring).

Training

-          First responders (Locals communities & Police) along with first aid box distribution

-          Heavy & Commercial Vehicle drivers and staff about how the first responder mechanism works

-          Commercial Vehicle drivers about anticipatory/accident prevention driving in adverse climatic and road condition

Conduct

"Train the Trainer" program for Road Engineering, Basic Trauma Care, and Train State Officials & small NGOs

Pilot Projects

-          Conducting pilot project on the implementation of innovative road engineering interventions

-          Selection of High-Risk Corridor

-          Creation of safer school zone - signage installations, traffic calming measures

Awareness Campaigns

Safer Vehicles

Vehicle Fitness: Regular Vehicle Inspection

Inspection components: Heavy & Commercial Vehicles Brakes, Tires, Lighting Steering, Axle, etc before a long journey

Safe Road Users

Safety Equipment Usage: For Riders & Pillion (incl children) ISI certified Helmets and helmet strapping, seat belts for all vehicle occupants

For Cyclists and construction workers: enhanced visibility clothes 

Awareness Building

·         Advertisements & Media Campaign: on Speed driving / Speed Control / Wrong side driving / avoiding drunk driving

·         Campaigns: Discourage minor’s driving

·         Ads & Campaigns: Results of traffic rules non-compliance like - penalty/Fine/death

·         Increase Awareness: of road accident compensation scheme

·         Increase Awareness: on Good Samaritan Law

·         Increasing Awareness: & Advertising the use of single accident number

·         Advocacy & Awareness program: to spread root-level information about Government Rules/Regulations/Policies 

·         Assist & Advocate: Government/State/District Officials in the preparation of rules as mandated by the Motor Vehicles Amendment Act (Yet to be implemented)

Application Submission Due Dates For Scheme

The applicant agencies shall apply online for Financial Assistance.

·         Start date of Application submission - 01-Sep-22

·         Last date of Application submission - 30-Sep-22                                                                      

·         Application Format - As per Annexure-G that contains 14 points to be filled

The applicant agency needs to fill the form online as per Annexure A format

·         Data

Data Sourcing and incorporating the content/statistics in the proposal to be collected and authenticated by:-

-          Educational Institute

-          University

-          Reputed Agency

-          Government PSU/Departments

Data Information & Consultation

The Data collection to be particularly on Road Safety & Crash Data analysis and/or prepared to consult the -

·         Police

·         PWD

·         Health

·         Education Department

Approach & Method along with the prior proposal

The applicant agency must mention the technique (innovative) adopted in conducting the work and submit the prior proposal's performance.

 

Grant Release

·         Monitoring Progress

Progress to be monitored online (MoRTH portal)

·         First Installment of Grant Release                                                                                                                         

15% of the grant to be released post signing the Grant Agreement as per condition requirement of Annexure-B                                                                                                                              

·         Report Upload

A work progress report in the form of images/videos/ related documents per milestone is to be uploaded online on the MoRTH portal                                                                                                                               

Detailed Expenditure & Expense Source                                                                                        Applicant Agency Must submit:-

-          Detailed expenditure certified by CA

-          Program outline report

-          Authenticated Data Source                                                                                                

Release of Grant

Financial assistance shall be transferred to Applicant Agency's bank account directly after submission review as per the checklist Annexure-D and TDS.                                                                                                                 

Grounds of Proposal Rejection - Applicants Agency

The applicant agency must keep a notice of these points that may factor in proposal rejection.

Previous proposal rejections were under these points.

·         Relevant Experience Document Submission

·         Must have prior work completion experience in any one of these in the last 3 years -

- Road Safety

- Advocacy

- Awareness

 

·         Break-Up of the financial budget estimation

·         Work Contract/Order - Previous Work Delivered

·         Submission of Data Collection - Baseline Data

·         Submission of Technical details of the Program

·         Specific Location - Irrelevant with no/less audience is subject to rejection
